These two are different, and serve different purposes. 

Frame actions come in handy when you want something to happen at a certain point in time. For example, you want to stop the animation when it reaches frame 50. 

Element actions are good when you want something to happen when the user interacts with that element. For example, you want the animation to stop when the user clicks on a button. 

So, in short, they don't influence each other, they are two different features, which of course can be combined. For example: You want the animation to stop at frame 50 (frame action) and resume when the user clicks on your button (element action).
